State budget woes

Whoa! I just read about how dire the budget situation is in California. The state mailed 20,000 layoff notices this morning, has suspended many payments to the counties, and has stopped sending out income tax refund checks due to a lack of money.

Kansas is also too short on cash to pay employees on time and to mail income tax refund checks on schedule.
