It's a poetic quote...maybe more applicable to artistic rather than practical endeavors...

Speaking tongue-in cheek from my own day-to-day experience:

Sounds like Msr. Saint-Exupery may have been a college administrator, serving on endless committees with other dreamers, putting forth grand ideas, discussing long-range plans and longing for lofty outcomes, but finding no one to get down to task and complete the work ...

Longing can be a good motivator....yet I wonder whether the author, in fact, ever directed the construction of a ship.
